Case summary

New case launched seeking reparations for victims of war crimes committed in West Darfur, Sudan. GLAN is working with a grassroots civil society organisation (anonymous for security reasons) on a significant filing at the International Criminal Court (ICC). The filing addresses the type and form of reparations that could be ordered on behalf of survivors and the families of victims of atrocity crimes following the first ever successful international conviction for war crimes perpetrated in Sudan.    GLAN worked with a Sudanese organisation to provide the court with interviews conducted with displaced survivors and families of victims, currently living in refugee camps across Sudan to determine their wishes on what reparatory justice would look like to repair the harms suffered. Expert evidence from economists was also gathered, to outline how this could be achieved.   The hearing on this filing is expected to take place in September 2026.   

Case background 

In October 2025, the leader of the Janjaweed militia, Mr Abd Al Raham, also known as Ali Kushayb, was convicted by the ICC of committing war crimes in West Darfur between August 2003 and 2004. This is the first time that any international court has found someone guilty of committing atrocity crimes in Sudan. In the case ‘Prosecutor v. Abd Al-Rahman’, Mr Al-Rahman was convicted of committing 27 war crimes and crimes against humanity.  Following his conviction, the ICC announced that it would award reparations to Mr. Al-Rahman’s victims and asked interested parties to make interventions to detail the harms suffered by victims, the options and estimates of costs to deliver reparations, and the process of identifying those eligible to receive them. GLAN’s submission addressed all these points.
